Water activity is the free, unbound water available in a product. It is the number that predicts whether microbial growth is possible, which makes it a better early warning than moisture content alone.
Two products with the same moisture content can behave very differently in storage. Water activity measures what is actually available to support microbial growth, so it tells you whether a batch will stay stable on the shelf.
